It is worth mentioning that the Measures set 15, 34, 57 and 77 specific qualifications respectively according to the four levels of supergrade and category A, B and C, and only one of them can be applied for recognition of talents at the corresponding level.

The Measures adopted the qualification condition identification system and implemented the mechanism of "provincial policy setting conditions and evaluation and identification of districts and cities", delegating the accreditation authority of high-level talents at the provincial level to the districts and cities. As long as talents meet a certain accreditation condition, they can be directly identified by the districts and cities, greatly simplifying the accreditation process.At the same time, the system of pre-confirmation for talents to be introduced will be implemented. According to the procedures and conditions, the talents who have reached employment intention with the employers in Fujian or plan to start their businesses in Fujian can be pre-confirmed, and they can enjoy policy support within a short time after coming to Fujian.

The incentive mechanism will be improved. The Measures specify 23 policy support in three areas.For example, the introduction of special talents, to give RMB 7 million yuan resettlement subsidy.For another example, the promotion award and honor award are set. For talents who are promoted within the recognition period, the promotion award will be given RMB 100,000 to RMB 3 million, and for those who are newly awarded the relevant honorary title or award, the promotion award will be given RMB 30,000 to RMB 800,000.

In addition, the Measures for the Selection and Support of Industrial Leading Teams in Fujian Province (Trial) adheres to the principle of "attracting talents by production and promoting production by talent", gathers forces from multiple departments, and plans to support no more than 20 industrial leading teams every year within 5 years, and strives to cultivate a batch of "champion of single event" and "specialized and innovative" enterprises in the real economy.
